Srinagar, Jan 14: The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered a Disproportionate Assets (DA) case against Riyaz Ahmad Parray, a retired Superintending Engineer of the Public Works Department (PWD – Roads & Buildings).
The investigation was launched following allegations that Parray, a resident of Hygam Baramulla, had accumulated significant wealth through corrupt practices during his service tenure.
“During verification, it was found that Parray had acquired several properties, including both movable and immovable assets, in locations such as Hygam, Srinagar, Jammu, and Delhi. Additionally, he had made substantial investments and expenditures that appeared to be disproportionate to his known sources of income,” the ACB said in a statement.
The investigation further revealed that Parray had “intentionally enriched himself illicitly during the period of his office,” with expenditures and assets found to be prima facie disproportionate.
“Consequently, an FIR (No. 01/2025) under Section 13 (1) (b) read with Section 13 (2) of the Prevention of Corruption Act, 1988 (as amended in 2018), was registered at Police Station ACB Baramulla,” the statement said.
“During the investigation, search warrants were obtained from the court, leading to searches at multiple locations, including Delhi and Jammu. The following properties and assets were identified: Four residential properties, including a 3BHK flat at Greater Kailash, Jammu; a 3BHK flat at Chhatarpur Enclave Phase II, Delhi; houses at Residency Road, Jammu, and Hygam, Sopore; and a palatial house at Bagh-e-Mehtab, Srinagar. Two commercial complexes were also identified, including a shopping complex at Hygam Sopore housing business establishments such as a J&K Bank branch, and four shops at Hygam Sopore. Additionally, land holdings included two kanals near National Highway Baramulla in village Bulgam, 17 kanals and 9.5 marlas at Dodan Hygam Baramulla, and two kanals and nine marlas at Kaidub Hygam Baramulla. He also possessed several vehicles, including a TATA Safari, Hyundai i10, WagonR, and a John Deere tractor.
His financial assets comprised fixed deposits worth ₹88 lakh in J&K Bank and HDFC Bank, policies amounting to ₹35 lakh, health insurance worth ₹10 lakh, and significant expenditures on bank loan repayments,” the statement elaborated,” the statement added.
